Bio:
Lived an aimless life on Pluto before acquiring a small fortune, enough to emigrate to Earth and start his life over, taking a new identity. It was hard adjusting as an alien, as most Earthlings still held hostility after the Euro-Martian War, so William decided he would try joining Neo Dover's police force to gain public respect.
He quickly noticed the bare minimum he would receive at best, and the extensive paperwork he'd deal with as opposed to other officers. The climb through the ranks took close to a decade before he would be honored with a detective role.
Barrows is an expert in what he calls Napoleonic Investigation, he feigns ignorance of the suspect's guilt to such an extent they'll think they're infiltrating the case, the dropped guard always ends in an arrest. Sadly, the department always covers up the case, either to pass credit to a human officer or hiding a greater conspiracy. It may be this frustration that's why he can't stand Telos.
