The question for new readers is (and, please, don't answer down here. Wait until it comes up in the comic proper) who is Geoffry and Safir? Well, okay, who Geoffry is is answered in the Author Comment, but still.
I kinda wonder if there's any Dragons at the Zoo. We know they exist, Arthur at least had a number of them as a child. Though, it could also be a "seeing horses & cows at the Zoo" situation, from the little we actually know. Just because they are animals that exist, doesn't mean that they get to be in the Zoo. There needs to be some level of perceived rarity for them to qualify as Zoo Animals.
...With an exception for Petting Zoos, which is more about the animal's temperment & size.

It's a normal zoo in a world that contains dragons. Of course, it also contains Superhero's and Supervillains, so it likely contains a lot of the tropes that come with those things, like alternate dimensions and supernatural lifeforms that lived in those dimensions only available to those who traverse them (examples including things like Dragons).
In short, there's some options. The one I first put forth (Dragons are a normal part of the ecosystem, but rare and thus are put into the zoo as a form of exotic animal). The second one I put forth (dragons are a normal part of the ecosystem, and considered about as common as cattle & horses, so there's no reason to have them in the Zoo). Or there's the possibility that I just thought of and put into this comment (dragons are either a product of Supervillainy or from another dimension, and thus only available to those like Hero's or Villains. This means that they aren't a natural part of the ecosystem, and the average Zoo's Management has no stake in keeping them alive outside of the possibility of them increasing visitor numbers).
There is a fourth option I just thought of, though. Dragons were once a part of the natural ecosystem, were removed from the natural ecosystem by humans (mostly Hero's and Villains), and Zoo's refuse to stock them purely because they have been objectively proven to attract both Hero's and Villains. The death tolls upon the inevitable attack is too high for the exotic animal's appeal to counteract.
Oh, fifth option! They get out too easily, and make a Jurassic Park situation. Only Specialty Zoos even attempt it, and you need to be of legal drinking or driving age (whichever is older), sign a non-disclosure and submit a copy of your will to visit. There is no booze or drunk people allowed on the premises, but there's still a fairly high influx of excited freshly-adults to these specialty zoos.

My brain is wired weirdly. The only reason that wasn't written at about the same speed as I thought of it all is because it took me more time to write everything down than to make up the options. I had no emotional or mental investment into it, it was literally just me going "Here is little microcosm of subject. Relevant thoughts, release!"
