Need to check something... yep, the redraw does outright state that Azrael worked for Janus previously and killed indiscriminately while under her employment. So Janus is a villain as well.

With that information clarified, Janus winning anything and Arthur caring means that she decided to hold back and not kill all of her competitors. Maybe she killed one or two, and one of the judges, but there WAS other living competitors to vote for at the end of the contest. And I don't have to try to pretend that was spoilers because I don't think anything about this beauty contest was ever mentioned elsewhere in the original. The redraw could do some minor visual gag about it at some point, though.
